The history of Zhejiang Xinyue Transportation dates back to the 1980s with the establishment of the “Wencheng Transportation Engineering Office.” In 2001, it merged with Wenzhou Dadi Road & Bridge Company to form “Zhejiang Wencheng Dadi Road & Bridge Co., Ltd.” It was renamed “Zhejiang Ouyue Transportation Construction Co., Ltd.” in 2010, and upgraded in 2017 to become “Zhejiang Xinyue Transportation Construction Co., Ltd.” For over 40 years, the company has been rooted in Wencheng County, growing from its beginnings in county-level road construction into a professional enterprise focused on highway engineering and maintenance.


Currently, the company holds Class II general contracting qualifications for highway engineering and municipal engineering, as well as Class B Category II qualifications for highway maintenance. It has undertaken over 120 road construction projects. Its core operations span three main areas:

  1. Rural highway infrastructure in Wencheng County: Including the construction and renovation of main roads across all townships and over 50 highway bridges, effectively establishing a comprehensive local road network.

  2. National and provincial road projects in Wenzhou and other regions across Zhejiang: Key projects include the Pingyang section of National Highway 228, the Rui’an section of National Highway 104, the bridge-to-road connection between Huangyan Yongtaiwen Hospital and Luqiao, the upgrading of County Road X307 in Taizhou, the Xingfu Bridge with a 102-meter main span over the Beijing-Hangzhou Grand Canal, and new roads in the Jiaxing Port area—covering over 80 kilometers in total.

  3. Professional pile foundation construction for expressways: Over the past decade, the company has subcontracted pile foundation works for major central and state-owned enterprises such as CCCC and Zhejiang Communications Construction Group, on projects including the Ruiping-Cangnan Expressway, S211 Dongtou Cross-Sea Bridge, the under-construction Cangnan-Tai Shun Expressway, and Rui’an-Hucheng Expressway. The total length of completed pile foundations exceeds 500,000 meters. The company maintains a professional team of over 200 pile foundation specialists, renowned for their adaptability to Wenzhou’s soft soil geology and consistent piling quality—making it a core labor partner for central SOEs. All projects were awarded through regulated internal bidding, and construction records are fully traceable.



As a flagship enterprise in Wencheng’s construction industry, Zhejiang Xinyue has been recognized as a “Major Taxpayer in Wencheng County” for 18 consecutive years. From 2015 to 2019, the company paid an average of over 10 million yuan in annual taxes, accounting for 22% of the county’s construction industry tax revenue. During the same period, it was rated as a “3A Tax Credit Enterprise” by Zhejiang’s Department of Finance and Taxation for five consecutive years—the first transportation construction firm in Wencheng to receive this honor. The company also received annual recognition from the Wencheng County Government during these years: from 2015 to 2018, it was named an “Outstanding Enterprise in Wencheng County,” and in 2019, it was awarded the title of “Meritorious Enterprise of Wencheng County” for its outstanding contributions to local transportation development. In the same year, it was recognized as a “Leading Private Enterprise for High-Quality Development in Wenzhou.”


In terms of technological innovation, the company has focused on pile foundation construction and mountain road engineering, and has developed a number of proprietary construction methods. During the Ouyue period, three techniques were rated as national-level construction methods: “Pit Support Method Using Mini Steel Pipe Piles Inside Cement-Soil Piles,” “Wingless Seawall Gate Construction Method for Offshore Projects,” and “Heat-Blocking and Cooling Asphalt Pavement Construction Method.” In the Xinyue era, it developed the “Piezoelectric Energy Harvesting Pavement Construction Method,” along with several additional techniques recognized at the provincial level.
